Russian government to pay for Russian students at foreign universities
 
In 2012, Russian government promises to pay tuition and sometimes accommodation for 2000 Russian students going to universities in other countries. The scholarship will cover Master and PhD programs at world's top-100 universities. 
 
The only request is that students must return to Russia after graduation. Otherwise sponsored students will have to pay back tuition fees plus inflation rate and some penalty.
 
The government is said to spend on this program about $60 million in 2012 and then increase the number of scholarships from 2000 to 10 000 in future.
